Genesis period

Testing time period for the network before it goes on mainnet

​An 18 month period starting November 1, 2023 wherein all systems are on dev nets with elements off-chain and rewards are locked. Rewards will follow a daily vesting schedule thereafter. This period is required for testing of the network and all systems before implementation on a mainnet.
